I would go for a fresh install. It's easier than trying to narrow down a problem that's persistent like this, once the Registry gets corrupted without a backup image to restore from you really are shooting in the dark.

It says Corrupt Registry.

I had a problem where I couldn't port forward anything because I had connected to so many different networks and so many vpn's and downloaded so much crapware that nothing worked. I can remember banging my head off the keyboard trying to get it to work but it just wouldn't. In the end I decided "SCREW IT!" and wiped the PC and it finally worked! The point i'm trying to make is that it is just best/easiest to wipe the PC if their is a very persistent problem. Also when wiping a hard-drive in CMD press a key on the keyboard every so often because it doesn't tell you when it is done wiping it.

For me it isn't a big deal as I store most of my really important projects on the cloud and the rest is just a matter of installing programs. Of course resetting is last resort and I'll try a load of other ways before wiping but sometimes its just easiest to wipe and get a fresh install.
Also did you try doing a system rollback to a point where everything was ok?
