okay TopFreeware here is bad news the 3 commends didn't work and the 0xc00000428 error is still there said something about driver not having a Signature which btw there are no rootkits in the 1st hard drive at all

These types of errors are hard to diagnose and we need as much information how and when it all started, so we can understand and help you better.
1. At what stage do you get this error message?
2. What type of third party security programs have you got installed on the computer? (if Any)
3. Can you remember what changes were made to the computer prior to the issue happening?
Please try and disconnect all your external devices (external drives, printers, web cam, scanner, any type of USB device) You can leave Keyboard and mouse plugged in and try and boot up.
important: If the issue goes away and problem is solved, then just plug in one device at a time and continue to reboot each time, until problem comes back, then you know which device is causing the error.
Also temporarily remove any third party security programs to see if this solve your issue.
