They just haven't got the idea at Microsoft have they?
It's like they've released the wrong update for the wrong device, apps that re-opened / stay open are designed for smart phones not for desktops. I wonder if someone at MS HR department got the files wrong and the current CEO should've been making the coffee. Hmmmm I've seen this somewhere else... Oh Yeah ... Mac OSX does this exact same thing except OSX asks you if you want to reopen the programs upon reboot. Monkey see monkey do.
