Yeah it looks like a scam site. The URL which you block should indicate it's a scam site.

I would like to point out that the security setup that you have on y our system, based on the screenshot you provided, isn't the sort of setup I would recommend to anyone
Please use just one real-time antimalware in your system. Use of multiple security software that work in real-time, could cause serious issues
