well sometimes what will happen if a laptop don't get the exact Voltage it will not power on
what you said is also correct could be a fried chip on the main power bored

Something could be shorting on the motherboard or a bad hardware component on the motherboard which is not distributing power properly hence why it wont post. You said you have removed all hardware, ram, battery, hard drive, cd-rom etc and the power is 100% good on that motherboard and nothing changes, then I say that something is wrong with the motherboard. If you don't know how to do hardware repair or diagnose/find a fault on motherboard and replace that component then your have to swap out the motherboard.
