You may have to ask the customer what kind of thermal paste was used on the cpu, also if they're overclocking and if so is the cooling system, fans heatsinks etc up to the job.
The only other alternative where I've heard that this can happen is when the MOBO (motherboard) has been screwed directly to the case and is causing a short, make sure there are the necessary spacers between case and MOBO.
When running Speccy what are the cpu temps you are observing. If the cpu is shutting down due to heat you should be able to observe the temps ramping up before shutting down. We need to be sure that it is indeed the cpu overheating.
You had mentioned that your "motherboard" was showing 208? I'm a bit confused as how that could be really
Try to give us a report on the actual cpu temps when observing Speccy. Normal temps should be around 25c to 35c idle.

154 for the CPU but the motherboards temp is 186
Both in fahrenheit
The motherboard is ontop of the offsetts and I unblocked the heatsink still the same problem. I did happen to see and I'm assuming this is a part that has to do with the liquid cooling system being used but where the CPU is located underneath the motherboard theres brackets that are screwed on to the motherboard that is touching the mettle case ?
Yeah 68c ! that cpu temp is high especially for a idle temp. Can you tell if there is water in the water loop? Hold your finger against the pump while the computer is on and see if you feel that its on. Should feel a very slight vibration. I would re-install that heatsink and reapply thermal paste.
Pump may be bad on the close loop system, does the motherboard have a fan? and how many fans case have, photos would be helpful.

So its not the mettle piece from the CPU connected to underneath the motherboard touching the case?
The CPU is connected to a fan that's in front of a clogged vent but the case has 4 fans
Is it a good idea to stress test the computer when I'm in just the bios and I can just see the CPU temp climbing all the way to 100c. There's a metal piece that's underneath the motherboard bored that has to do with the installed cooling unit that is straight touching from where the CPU is to the case of the computer.

I didn't notice a vibration but I noticed the pumps were verry tight
In the zip file is the metal piece that I think might be atleast an accomplice to the problem lol
