Look you can purchase as Brian said a video card that is rated for 450w but has a lower TDP and it will power that card. The question is what happens under %100 load? There is the potential that card could crash under %100 load due to the lack of power depending on what power is being drawn from other components.

I agree too Tim, like I said these are not the best PSU bundled with PC case. But I think that 480w will be enough as this graph shows running furmark at full tilt is only 207w (Graph) it's not the best solution but when you're on a tight budget you have to sometimes take the risk.
i no longer using my retired HP Compaq dc7800 Small Form Factor now i'm using my Dell OptiPlex 9020, please i would like to know that graphics card works for my Dell OptiPlex 9020? i have my file attached
