You don't get charged for downloading an ISO.

How are you going to transfer them to your OS if you are using a mobile device?

Of course if someone can provide me the system32 files in a zip or rar format i would be really grateful. I'll use it to download it directly into mt sdcard and insert me sd card into the sdcard adapter, then use that sdcard adapter to move the zip file into c drive. I have windows repair disk which has the file manager and cmd prompt.
It's all i ask.

Cheers!

Cheers for your reply. Internet connection is not necessary in this process as it's done completely offline, infact this is file transfer through recovery disk. I just need sys32 files as i have missing system criticial files, i don't want to reinstall my windows. Reinstalling is not even needed.

That's just an ISP fee not an actual download fee, MS aren't in control of your ISP.

I very much doubt you will find anyone extracting and handing over those files. I don't have a x64 version to extract, do you have any friends who you can borrow the disc from?

I would suggest using a friends computer to download an ISO or you could buy a disc https://www.ebay.co.uk/sch/i.html?_from=R40&_trksid=p2047675.m570.l1311.R10.TR12.TRC2.A0.H1.Xwindows+7.TRS0&_nkw=windows+7+64+bit&_sacat=0
