Its not a fix, its a feature in BIOS. You're motherboard supports ErP, you might want to check the setting in the BIOS

Uninstall the driver of the mouse from the device manager, and restart the computer. It should get installed after the restart automatically.

See if that helps.

I take it you are leaving power switched on to the computer via power outlet on the wall, this means power it is getting power pushed to USB port for charging devices like mobiles, tablets etc. There will be a feature in your BIOS to disable this.

Some other stuff to try:

1. Make sure "Power On By Mouse" is set to "Disabled" in BIOS if you have this feature.

2. Make sure "Allow the computer to turn off this device..." is enabled in Device manager >USB Hub Properties >Power management

For any hardware device to work including a USB mouse, an appropriate driver is required. Nonetheless, if the problem arises, let us know.

It doesn't matter if it's branded or not. For any hardware to work, an appropriate driver is required. Think of the hardware device as a vehicle.

Without a driver, the vehicle cannot be driven or controlled. Similarly, without a device driver, the device cannot be operated or controlled.
