Is it normal for 'Setup is Starting' takes awhile from booting CD/DVD

Is this normal
I boot from my windows 7 installation CD/DVD. Then when I see setup is starting, this is what happens.
1. At the beginning, the ODD makes its usual noise when loading a CD/DVD
2. After a couple of seconds , it stops, including my colour keyboard and mouse.

3. Then after again a couple seconds, ODD starts up including mouse and keyboard and then I am presented with the installation options as normal.

Any thoughts on this?

this is because you are using DVD you have to remember DVD read and write are slow
also what will happen sometimes the DVD will jump so you will have to wait on still thje DVD catch with everything
