Microsoft Account Soon To Be Mandatory on Windows 11. We’re removing the bypassnro.cmd script from the build to enhance security and user experience of Windows 11. This change ensures that all users exit setup with internet connectivity and a Microsoft Account.

Because Microsoft have remove OOBE\BYPASSNRO You need to use the new method. During Win 11 set up experience when you reach choose your keyboard section. Open up Command Prompt by typing the following on your keyboard: Shift + F10 In the command prompt type the following: start ms-cxh:localonly Now continue with your installation as normal with local account.
