Hello

I am trying to have a screensaver picture on my login page for Win 8.1.

Preferably, I would like a Local Group Policy editor for Basic Windows 8.1, but i have found out they only have the LGPE for Professional 8.1

Can you please help?

There is a way to add gpedit.msc to windows below Professional Versions of Windows. I have never had the need to use it myself, because I have always had access to gpedit.msc.
If you do want to use it, you do so at your own risk. I cannot validate the legitimacy of the program. 

Add the Group Policy Editor to your Windows Home Premium, Home Basic or  Starter Edition.

Extra Step for x64 bit systems:
After Installing the above installer - Download the zip file below and extract the gpecit.msc file to C:\Windows\System32 Folder manually
Download File

So if you plan to try it out, do let us know how it goes. Best to always create a system restore point first before making any changes to your system.
