ive tried ws reset on cmd, i even uninstalled and installed it to no avail. as of today, the retrying always run into error. one would think everything is working after repairs.

You might have your services for windows store disabled. BlackViper has configurations for windows services on his website. You can access windows services by pressing the windows key and r then type services.msc and follow the default configurations for the version of windows 10 you have. (if you have windows 10 home then follow the windows 10 home and if you have windows 10 pro follow those defaults) for the default configurations of windows services go to this link
