the beep works after pressing shift 8 times but in 2 minutes the beep goes away again

I think you mean 2 sec, not 2 minutes you have no way to set the time

yes 2sec it only started this few days ago, after i rebooted there was no beep or wallpaper
i reinstalled os 10 and it fixed the issue now every time that i hit shift etc i hear a beep
