somehow a program deleted the ability for pc to create new blank folders..i have to rely on external programs. they work ok, but its a temp replacement. if there is a "easy" way without a whole lot of technical jargon to restore ability, good. when i right click i usually see "new" option...but here you dont see it

Here are the steps to get it back:

Prime, when you go to the link larry posted scroll down past number 4 and just download the premade script then make a backup of your registry and if you want you can even create a restore point.
But go to the folder the download of the reg file double click on the reg file you downloaded. Once youve double clicked the file youll be prompted with a window click ok on the window and once you get the windows the says the file was successfully merged click ok and restart the computer.
After restarting your computer the issue your facing should be fixed
