So i figured what the hey ill try the program since its in tech tools store https://www.carifred.com/tech_tool_store/ .

well i go to check some registry locations to see if i can find what changes it has made and 1 of the changes was strange because in the following section HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\PriorityControl
Win32PriorityControl=26?  i have never seen this before. has anyone heard of this tweak?

The software i mentioned added Win32PriorityControl to the priority control location
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\PriorityControl

The PriorityControl registry key just defines whether you want foreground or background priority.
You can also change Win32PrioritySeparation

Foreground apps 
Set Value as 26

Background processes 
Set Value data as 18

Toolwizcare is clean according to Virus Total, But I have never used the Tool.

PriorityControl? I read somewhere this key is equal with HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Priority Control]
