I have a Windows 7 machine that will not boot. Each time it boots, it goes to start-up repair and start-up repair can't fix the problem. Tried system restore but no restore points were found. Tried last known configuration and it went to start-up repair. Tried safe mode - went to start-up repair.
I did a computer diagnostics and no issues with HD, Memory or MB.
Be sure to think about changes you’ve made recently did you recently install a new hardware driver, connect a new hardware component to your computer, or open your computer’s case and do something? It’s possible the hardware driver is buggy, the new hardware is incompatible, or that you accidentally unplugged something while working inside your computer. If none of this applies you may want to reinstall windows.

I ran the Kaspersky rescue disk and no malware or viruses found.

With the method mentioned in your post and in the video you have to be able to reach the desktop in order to run the repair. I cannot boot up the system.
