Use the System File Checker tool to repair missing or corrupted system files https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system
I would reset all of the network settings on all computers that are on the network and then set everything as a Workfroup then manually change the sharing permissions. That Homegroup setup can't be trusted to stay stable over time. I have seen funny things happen with Homegoup time and time again. Printers dropping off the network for no reason, some client computers can't access certain files all of a sudden. Everything might be stable for awhile then issue begin.
I don't know how to reset network settings on win8.1

  1. Open Command Prompt as Admin
  2. Type commands one by one and press enter
Code:
netsh int ip reset
netsh int ipv6 reset
netsh int ipv4 reset
netsh winsock reset
netsh advfirewall reset
advfirewall one will reset all firewall settings?
Yes
