I would disable display 3D to see if that would make a difference

in any case I don't think your cpu can do the 64bit version

what setting would i need to choose? i figured id stay with the 32 bit exe but if i can bring better performance by adjusting settings on my graphics card thatd be cool

You ask a lot from HD onboard graphics. you going to have to mess with the settings until your get it just right. 
Is it HD 3000 or HD 4000? 

It just tells me intel hd graphics
