ok just to be clear when you boot into safe mode you are getting 0xc0000142 error ?
after start safe mode i run windows manager and in menu i choose option "run" and there i write explorer.exe and after that i have message with code 0cx0000142
i cant do it right know because i'm working now only on ubuntu live cd (windows installation is broken)
Do you have a backup image?
Then I would say use Linux to copy your needed files to a external drive and reinstall windows, it'll be easier in the long run.
so there is no other options ? (i would like to save my system and programs configuration)
Try a repair install of Windows. You could also try to do a system restore using a Windows 6 boot disk. I would do as GS said and back up your data .
