I have noticed a website URL "https://startpageing123.com" in my browsers (IE, chrome and firefox ). When I googled about it, I was surprised that it is a malware. I find a solution in this article. But after I follow the manual removal guide to delete this malware, it comes back to my browsers again after I restart them. Guys, if you have any other effective solution, please share with me.

First off never use SpyHunter or anything associated with Enigma Software as it is all Rogueware and will do more harm than good.

You stated you tried the manual removal but haven't specified an OS.

Please download Adwcleaner;

Select Scan and then Clean, your system may restart afterwards and present you with a txt log. Please post that log here.
