Here you go smirk24, this is the default location from my PC. You will need to create the INetCache folder before resetting it. I don't think that you have to do anything in the registry for it to work. If so, let us know.

I was able to get the inetcache folder to appear after i kept getting a merge conflict after id create the folder but i still get the same thing even after following your instructions

First, please try to reset internet explorer by following the article below:
https://support.microsoft.com/en-gb/help/17441/windows-internet-explorer-change-reset-settings
When you get to the step 'Reset Internet Explorer Settings', make sure you select tick 'Delete personal settings' in order to have a full reset of the browser, see image below:

Also make sure you restart your computer before attempting to download files.
If that doesn't work, Please can you run sfc /scannow:
Perform SFC scan
Click '
Start' > Type cmd in the search field >
Right-click the command prompt at the top of the list and select '
Run as Administrator'
Inside the command prompt, type
sfc /scannow > Press '
Enter'

Reboot and test.

lol yeah i know compton its just hard not to when you know Microsoft has a bunch of crap that you know doesn't need to be turned on for instance services, some stuff in the task scheduler hidden power settings theres all kinds a stuff out there ya just gotta digg and until i find that stuff i dont think ill stop tweaking lol
