recently after installed windows updates with WSUS offline, i see the 2 paritions, it was 1 partition after fresh install windows 8.1

Please can you check windows update and see if those updates were successful!

Yep that is fine, install those last two recommended updates and your system will be up to date. Also when you click view update history, does it say those updates have succeeded, just curious.
But from you have shown me, it seems WSUS offline update worked successfully
