OK, Please run sfc/scannow and let us know the results in your next reply:
Perform SFC scan
Click 'Start' > Type cmd in the search field > Right-click the command prompt at the top of the list and select 'Run as Administrator'
Inside the command prompt, type sfc /scannow > Press 'Enter'
4. Reboot and test.
Also when you enabled the f8 boot menu, do you use the following command:

yes i did RECdevicehelper, also no errors found after sfc scanned

1. Boot to Windows 8.1 media ie: DVD or USB drive.
2. Press any key on keyboard when you are prompted.
3. Select a language, and Keyboard layout then click Next.
4. Click Repair your PC.
5. Select the operating system that you want to repair, and then click Next.
6. In Advanced Troubleshooting options dialog box, click Startup Repair.
7. Reboot computer and see if it boots, no joy? repeat above but choose Command Prompt option
8. Type bootrec /fixmbr then press Enter.
9. Type bootrec /fixboot then press Enter.
10. Type bootrec /rebuildbcd then press Enter.
11. Reboot computer

ok i will download media creation tool from official website
it will takes couple hours to download because i am using DSL

i was talking about it boots ok but i was talking about when i press repeatedly F8 mode, "Repair your computer" and then it gives me error
