You are trying to set user rights for Lock Pages in Memory, this is not done with a registry key.
But you can use this utility ntrights.exe in the Windows 2003 Resource kit, you can set lots of Windows privileges, including your Lock Pages in memory that you want to do. The resource kit is a bundle of tools by Microsoft, you can download it at:

How i was to enable SeLockMemoryPrivilege on windows 10 home lasttime is by downloading and installing gpedit off of diviant arts website well needless to say i had to redue my pc do to funny business happining to my pc anyways i put 2 and 2 together and came up with this [HKEY_USERS\S-1-5-21-1626428390-133272573-538072872-1001\System\CurrentControlSet\Policies]
"SeLockMemoryPrivilege"=dword:00000001 and in environment variables i added the values shown in picture below, well i dont have much to show for bench marking besides an internet test(which makes it seem as my web pages appear instantly which is verry nice) but my system in general seems to be a bit more snapier in response but im just curious on some ideas of what to lookout for that tell me hey you need to fix this key business ,you know what i mean?
