Open Powershell as an administrator, to do this press the windows key and s together then type PowerShell into the search box, then right-click Powershell and click Run as Administrator.
Then copy and paste the following command into PowerShell and press enter:
After that go back to windows store, download and install weather again

Get-AppxPackage -Name Microsoft.BingWeather | Remove-AppxPackage
After that go back to windows store, download and install weather again

The app probably got corrupted. You can go to the store and it will give you an option to repair the Weather app

Thanks.... my issue was now solve by updating those apps from the Windows Store....
