Well, VLC just doesn't suport midi format, but I think you can install SoundFont codec. You can read more here: https://wiki.videolan.org/Midi

Well, the support for MIDI has ended starting from the version 2.1.0 due to security issues. It is specified at https://wiki.videolan.org/Midi as you can see below

I still wanted to give it a try and so downloaded the zip file, extracted the files and placed them inside the VLC folder but it couldn't locate FluidSynth

its a audio file you can,t open it in IrfanView because its use to view images

No. But you can play them with Windows Media Player
