Personally I would think that the performance between 7 and 8 will be the same.
I think you'll find that DirectX 11.1 is fully supported on Windows 8.

Agreed... I don't think you will see much of a difference between Windows 7 and Windows 8.1 in terms of gaming.

I agree with the other guys on that you're not going to get a better performance on one or the other but on windows 7 you will find everything is more stable I.e. not crashing as much. Personally I would go with windows 7 as everyone supports it and its easier to navigate around and like I said before is a lot more stable.
