So i've got a new rig and i installed win8.1 on it then upgraded to win10. Now my question is can i use the same disc on my laptop which currently runs on pirated win7? (tech guy was a real prick)

no you can,t use it because your windows 8,1 product key is being use as a windows 10 activation key

But I've got a little card that says"keep this card in case you ever need to reinstall Windows". So technically I'm reinstalling Windows on another computer?

technically you just transfer your windows 8.1 key over to windows 10
you can reinstall windows 8.1 but you would have issues with activation
because you can only use the product key on one operating system at a time
