update run the sfc /scannow found some system corruption could not have been fix
the start mean also stop working fix by creating a new user account the Recycle Bin also now working
at the end of the day Recycle Bin stop working because of the system corruption
now the system seem to be working with the new user account if you continue to get any error
I would do a reset of the PC
I also try running that also fail to work

I would suggest a clean install of the operating system or even better, format the primary drive and then install the OS.
