Are you using  integrated/onboard graphics chip?

It's an onboard graphic chip
Well onboard graphics use memory, if you go into your BIOS you can set how much memory you want to give to your graphics.

I went to the BIOS but didn't find anything
Pepe, not sure what motherboard you have or even if its possible on you motherboard to change graphics memory on that board.

Here is a image of a motherboard that supports onboard graphics and how to change

Few things...

When using a 32 bit operating system you will have a memory limit to what the actual operating system can read/use.
This could be anywhere from 2.75 GB to 3.5 GB. (Googled said that the Optiplex 360 was shipped with Windows 7 32 bit)

Like Britec said it could be the onbroad graphics chip "stealing" some of the RAM to be used for the graphics chip. Some BIOS will have an option where you can specify the amount of memory you would like to allocate to this. This can be anything from 32Mb to 256Mb (looking at the age of the computer). Look in the BIOS for "Shared graphics memory".
(There might not actually be an option with it being a Dell branded computer)

Check out the display adapter. Control Panel >> Display >> Adjust Resolution >> Advanced Settings. Then under the adapter tab it should state how much RAM is dedicated to the video adapter.

Hope that helps.
I couldn't find anything in the BIOS so I decided to just leave it as it is
Thank You to everyone that helped me, I appreciated

Thanks,
Pepe
