windows 10 sometimes is really slow

latest windows updates installed

did sfc /scannow, no errors found (taken 45 minutes during sfc /scannow)

i haven't download unsafe program i am pretty sure is clean

did cleaned the fan with compressed air can about a week ago

can i go back to windows 8.1?

You can do a fresh install of Windows 8.1 just be sure to back up your data.
