If it's in a loop , and you mentioned windows 10. I know shift F8 won't work , so you may get into BIOS and change the boot to legacy instead of UEFI. Then try F8 to get into advance boot option for system rstore, refresh your PC or any such options. If that doesn't work You can download windows 10 from other working computer onto flash drive or DVD, that can be used to repair or clean installation again.

before doing a clean install of windows 10 I would check your hard drive health
then check memory
if you upgrade to windows 10 home premium 32bit 64bit
you must do a clean install of windows 10 home premium 32bit or 64bit
if you upgrade to windows 10 professional 32bit or 64bit
you must do a clean install of windows 10 professional 32bit or 64bit
if don,t windows 10 will not activate
then check memory
