If I need to do a Windows 10 reinstall, how can that be accomplished since I do not have a set of install disks because I did an upgrade from Windows 8.1?

if you upgrade from 8.1 to 10 and it was activated you can download windows 10 iso write it to a flash drive
and reinstall windows 10 make sure you backup your data
Download Windows 10

You can also google windows 10 download and Microsoft has link to where you can download an iso image of the Windows 10 install disc for both 32 and 64bit but im not sure how long Microsoft will have that option available so be quick if you can.
