i am using home premium sp1 x86, Windows haven't modified since year 2011, is it safe to delete it?

i still have more space on my hard drive. i don't have problem on my computer. 0409 folder is empty since year 2011, what is 0409 folder use for?

do you have Microsoft office install on your system ?

nope, never. it was like since fresh reinstall OS
