USB Keyboard not recognized in Win 7 after a hard shutdown (FIXED)

I have been trying to figure this out for a few days without any luck.
After a hard, shutdown Win 7 will not recognize USB keyboard and the number buttons on a USB mmo mouse (tracking works).
USB Keyboard works in BIOS.
USB Keyboard and mouse works on laptop.
Tried a different USB keyboard, had same problem.
Thumb Flash Drive will work.
Cell phone will connect with USB.

Tried the following with no results:

uninstalling devices in device manager
made sure windows was updated
rebooting with all USB devices unplugged
safemode
ran check disk
ran system file checker
started with unsigned drivers disabled (F8)
restored to earlier point
checked BIOS settings
unplugged it and removed lithium battery (then replaced with a new one since I had it out and a new one handy)
deleted high/low filter in regedit
removed win update kb3004394
changed usbccgp.sys name to usbccgp.sysold (thinking something was wrong with it)
Updated with AMD Catalyst Control Center
During the process, uninstalled device, restored windows, rebooted numerous times
Tried these programs (thinking it's a driver problem):
  SlimDrivers
  Tweaking.com
  Device Doctor

Didn't find any malware with malwarebytes and Hitmanpro
Running Norton 360

Huh Any insight would be greatly appreciated, as for I cannot find any more information on this type of problem.

Looks like you have tried a fair bit, have you tried a repair install?

I haven't.  I did hit F8 to get to System Recovery Options, but there is no Re-install option.  I do not have a Win 7 install disk.  
Is there a way to do a repair install without a Win 7 disk?

*Ordered a Win 7 disk and will update post with results.

The Repair Install fixed the keyboard issue. Even with my glasses, D's O's, and 0's all look the same anymore.
