Underclock cpu to have lower temps and better performance?

I was wondering how do you underclock a cpu that doesnt have that option in the bios?

I've been reading around and by underclocking your cpu you can achieve lower temps and also if you underclock the cpu to where the front side bus matches ram speed you can also get a performance boost.
