Task Manager doesn't look to bad in terms of processes shown as long as RacAgent is the only high process.
I do see a possible issue though;

Please Download adwcleaner

Select Scan and then Clean

Post the resulting log file back here.

After the scan download and run DDS

Post both logs back here.

GUYS!

I think its great that everyone here tries so hard and so well to help!
I usually would have just done a clean install as this PC was riddled
with viruses but I needed to keep the OS and its Programs.

I have been removing viruses for two days,

Removing Pograms etc
While I'm writing you rebooted and its WORKING!
I'm trying to remember what I removed last!

THANK ALL WHO TOOK THEIR TIME TO HELP ME,
I really appreciate it!

I will look further into this and hopefully it will still be working!

You mean it just started working again?

I would still run those programs I posted as there are one or two issues I see in Task Manager.

BTW UVK has all those tools in it.

I am running and removing things all the time, Im trying to figure out what opened the Outbound connection.

in IE Tools>Internet Options>Connections>LAN settings

Remove any options that are their and save.

Should look something like the attached image
